I am currently level 26 weapon maintenance and have yet to receive an enhancement I have periodically checked the weapons for a buff to MOA stat or any kind of indicator but have seen nothing, but having that said it does say the chance is very low and if I have yet to receive an enhancement there should perhaps be an adjustment...

The enhancements usually hold up to 5 durability wear or till next repair. Unfortunately the enhancements aren't very strong anyway. Did you repair it with a kit or through the traders. I heard you need to repair it through mechanic, but I don't know this for a fact. Only through a repair kit starting at lvl10 skill you can get an enhancement.
