It still decreases damage, but now it isn't as horribly nerfed. Mask is good to deal big amounts of damage but of you're low on health Hood is good to heal up. Pair the razorblade typhoon with the spectre mask and switch to hood when lower than 50% health. Also take warding celestial cuffs and u pretty much wont die.
