Like if I'm the 49ers and boss comes up in giving him the money regardless of interest levels whereas the cpu just offers the neutral offer regardless or less if they don't have money.

I had a really chopped up playbook and removed many of the cpu rated plays. This left only one highly rated play in my playbook and the cpu ran the same play every play except near the goal line.
