It leaves room for a sequel or at the very least a sizable expansion. Her leaving brings up a possible antagonist in the next game.

The logic the game seems to use is only confirming non-chaos deciding actions and that your chaos level in the Dunwall portion is taken to determine your Dishonored 1 ending.
