You can also get it as a World drop, but since there are so many different weapons in its pool, the chances of it dropping are very low.
MIDA Mini-Tool was sunset, but then brought back because it pairs with an Exotic weapon, MIDA Multi-Tool. It has static perks, but still a good weapon. The CALUS Mini-Tool was also sunset, but brought back Season of the Haunted, as a craftable weapon. To answer your question, I would imagine it probably just gets outclassed by other SMGs in PvP.
