That's why I don't use iPhones. Did you buy an unlocked iphone or was it in one of the straight talk green boxes. They do need to the UPC bar code from the package the last I knew. I know I had this issue long ago with Walmart, and they need the bar code for the IMEI. That is what they forgot to scan.
