They may be more common when game thinks that estimated quest reward value for your colony is close to neuroformer price. I think so beacuse in my solo colonist game I've got neuroformer as quest reward like 4 or 5 times. Number of colonists and wealth were roughly same for quite a long time, that may be the reason.
