Even Celerons and Pentiums can handle a lot of Plex transcoding at once. Look for mini PCs with 8th-10th gen cpus in them. You will get the newest quick sync and decent cpu performance. Cpu is used for audio transcoding and hdr tonemapping. Quicksync for the encode and decode portion of the transcode.

The N100 has no performance cores, so it's a lot slower than any modern AMD zen3 or Intel 12th gen type chip.
