I agree that killing the Lich is more Betty's doing than Golb's but full control over Golb's powers is a stretch. Simon asks several times whether Betty is even in there, and she has to resort to this roundabout way to talk to him through memories and time travel.

Golb is described as chaos or discord, but that's not really a bad thing. Not in the long term anyway. Golb always seemed like it was entropy. The universe's slow dissolution is beautiful, not scary. The only problems that exist with chaos is when people mess with its rate, the Lich being the prime example.It’s just that his relation to Golb wasn’t adequately set up enough for me to easily accept this sudden dramatic shift in his character.
