I do see the mods present in game after the download status stops but this is only possible if you restart the game. So I guess black ops 3 is ghosting its custom content for now. tl;dr Mods download in the background and work only after you restarted the game Mods do not show that they downloading but show how much they have downloaded. I am not sure anyone has that ability. Maybe someone will one day, but until then.
