To get to Star's Rest or Wintergarde Keep, you just need to stay on the road from Valiance Keep and you run right into it. If you stick closely to the road, you shouldn't be attacked by anything! Keep in mind you do have to be level 71 for the NPC to give you the quest, so you can't just go grab it early.
