Pyromancy now scales in effectiveness with either your faith or intellect stats, but has no hard requirements to be used either way, so it can be used by anyone. If you are going for the full Pyrocaster build, then I suggest minimal stat investment for weapons (e.g. Strength and Dexterity). At around 43 attunement you can switch to majoring in pyromancy. Just make sure to pick up a melee weapon for the DLC content (since projectiles deal ~50% less damage). Imo, pure spellcaster is the easiest build in DS2 (for non-DLC content) but even there it puts in work. You need the right gear and good knowledge of resistances to make it work.
