As for the specific builds, thinking Strimtom's Season 4 Hardcore Ready builds. He has a Deep Gnome and Warforged version of the build, but as for picking one, and updating it to U51; I am leaning Gnome Palemaster, due to Greater Color Spray and overall more Int/DC for groups/harder quests.

If you don't have enough racial points, just don't put points in the halfling tree at end game. Still put points in up to level 20 for the extra healing then spec out of it or spend less in vistani at 20.
Good morning and hello everyone! I am the Strimtom and I bring you a build revamp of an oldie but a goldie, the Strimtom's Acid Arrow! The new version is so much for fun to level thanks to U66 making massive and sweeping changes to how bow feels during the levelling process. I have a video showcase that goes over these things right here!This strike is woven into the build as it is AoE, applies a debuff, deals force damage, and most importantly: procs the paranoia/dark imbuement ability. Paranoia really pushes your damage even higher because of the investment into Sneak Damage which this build goes into (bettered further with gear, lives etc).
The RL 10 robe/belt/cloak can take you to 29. The combination of each item having something useful (profane 1, ghostly, blurry, qual dex 1) along with the set bonus still being strong makes them more than worth it.
