General Veers is a good leader for the empire and also deals high special damage. His AoE skill is great because of ability block despite the low % chance. It does hurt very much when geared. He has a chance to gain speed up and also turn meter gain, giving him more attacks in an extended fight. He is quite a niche pick with the rebel damage bonus.
