Press the windows key, search for "windows security" click on "virus and threat protection" then click "manage settings" then scroll down till you see "managed controlled folder access" click on that then "allow an app thru controlled folder access" then find the "cod.exe" and allow it.

Try restarting Steam and/or change download location temporarily usually works for me. It didnt work for me but I noticed that every other game uses my disk but WW2 doesnt.
