The throttle lever and cable seem to work fine when the engine is off: full throw on the lever and full movement where the cable connects to the throttle (which I assume is inside the injector pump). But when the engine is running, a tiny movement of the throttle lever - less than a half inch either up or down - can cause big movement in RPMs.

Try running without an air filter. These new engines of all makes are running so lean you can not running them without an air filter which makes it hard to do carb work on some of them. I have a 2007 Vulcan 500LTD which sat for about 12 months. I replaced the battery, cleaned and re-oiled the air filter, changed the spark plug, added sea foam with new gas to tank,(but did not completely drain the tank). I think overall it was jetted a little lean, was a bitch to start when cold, required full choke even if it sat for a few min. after runnin for a while. I did a lot of research trying to find out about this thing.

Open the choke and let the engine stabilize. Repeat this process a few times. You might get some good results.
