Its probably just heavily corroded. You may need to pry it off being careful not to crack your tiles. You might need to put a 2 x 4 or similar against the tile and then gingerly using a pry bar try to remove it. But it still must be attached somehow. And by looking at the pic I can only assume a set screw.
