AC is called for on the Y wire, so without that the ecobee has no way to use the AC. If you have a C wire (often times blue) then you shouldn’t need a PEK. A PEK is used when no C is present. I would go to the furnace control board and check to see what the wires actually go to and match them up at the ecobee.
